Substantiation of founding of Cooperative Fund of beekeeping development.

There is an undeserved omission of agricultural production “Beekeeping” in the program of social & economic development of the Udmurt Republic of 2005 – 2009 years in the section 3.4.4. agro industrial complex, section  3.4.4.1.

The sixth Republic conference of representatives of small-scale enterprises of the Udmurt Republic “Business of Udmurtiya: its role and place within modern conditions” was held in Izhevsk city on March, 3^rd, 2005.

During work of the conference the solution of beekeeping development priority for northern regions of the Udmurt Republic was accepted.

Taking into account the social importance of program realization of  beekeeping development priority for northern regions of the Udmurt Republic, in view of absence of state financial support, it’s necessary to obtain another ways of fulfilling  such solution.

By the Cooperative Society Regulations it’s been foreseen to replenish the Cooperative property at the expense of sponsor fee, charitable donations, and other sources, not prohibited by state Russian Federation.

It’s also necessary to address a public request to draw finance to fulfilling the sixth Republic conference of representatives of small-scale enterprises of the Udmurt Republic “Business of Udmurtiya: its role and place within modern conditions for beekeeping development.

To found Cooperative Fund of beekeeping development in order to ensure purposeful usage of sponsor finance and charitable donations to fulfill the above – mentioned solution.

About founding Cooperative Fund of beekeeping development.

Within the aim to realize the program of  beekeeping development priority for northern regions of the Udmurt Republic,

ORDER:

1. To Cooperative Fund of beekeeping development.

To draw sponsor Fund of beekeeping development finance & charitable with the note “Fund of beekeeping development” to form the fund.

2. To work out “Program of beekeeping development of northern districts of the Udmurt Republic on 2006 – 2009 years” for more effective usage of finance.
3. Trustee advice fulfills the strategic management of “Program of beekeeping development of northern districts of the Udmurt Republic on 2006 – 2009 years”, founded on the base of the Regulations.

 Regulations of Cooperative Fund of beekeeping development, finance expenditure.

Cooperative Fund of beekeeping development is founded for realization of Program of beekeeping development of northern regions Udmurtiya in the frame of solution of the sixth Republic conference of representatives of small-scale enterprises of the Udmurt Republic “Business of Udmurtiya: its role and place within modern conditions”.

Cooperative Fund of beekeeping development is formed on the base of sponsor and charitable finance, received by the Cooperative with “Fund of beekeeping development”.

Above – mentioned finance are involved into the process of Cooperative production, a book – keeping accountancy is run separately.

Because the  above – mentioned finance are not the property of  Cooperative members, they can be drawn to develop infrastructure of beekeeping & do render juridical persons help on common conditions, determined by the Solutions of Cooperative Management.

 Regulations about Trustee Advice.

1. Trustee Advice is founded for general control of realization of “Program of beekeeping development of northern districts of the Udmurt Republic on 2006 – 2009 years” and more effective usage of finance of Cooperative Fund of beekeeping development.
2. The member of Trustee Advice can be as Cooperative member, as the representatives of organizations & enterprises, who has supported the aims of the Cooperative.

Such members are also invited to Trustee Advice as representatives of mass media of local publications of northern district of the Udmurt Republic, representative of Balezino, Glazov, Debyos, Khez, Krasnogorskii, Yukamenskii, Yar districts’ administrations.

3. A person is admitted does Trustee Advice on the base of Cooperative Management solution, with the joint sing the protocol of Cooperative Management session.
4. Members of Trustee Advice fulfill their functions free of charge.
5. Trustee Advice functions as public and consulting organ, takes part in solving the questions of current and long – term development “Program of beekeeping development of northern districts of the Udmurt Republic on 2006 – 2009 years”.
6. Trustee Advice gather u demes a year (one dime a decade) for open sessions of discussing the questions to work out and realize “Program of beekeeping development of northern districts of the Udmurt Republic on 2006 – 2009 years”.

It’s necessary 146 670 rubles to found an apiary of twenty bee-families.

It’s 13 200 300 rubles for 90 bee-families.

Balezino region –2 493 390 rubles for 17 apiaries

Glazov region – 2 346 720 rubles for 16 apiaries

Debyos region – 1 613 370 rubles for 11 apiaries

Khez region – 2 786 730 rubles for 19 apiaries

Krasnogorskii region – 1 466 700 rubles for 10 apiaries

Yukamenskii region – 1 173 360 rubles for 8 apiaries

Yar region – 1 320 030 rubles for 9 apiaries

To restore beekeeping industry, to accelerated reproduce quantity of bee-families, to increase the production of commodity honey, wax and other biologically active beekeeping products, to found industrial base of field it has been decided by Trustee Advice:

1. To approve of appended “Program of beekeeping development of northern districts of the Udmurt Republic on 2006 – 2009 years”.
2. To offer the Ministry of Udmurt Republic agriculture to submit assists realization of “Program of beekeeping development of northern districts of the Udmurt Republic on 2006 – 2009 years”.
3. To recommend the Ministry of Finance of Udmurt Republic to allocate credit sources by fixed order to the beekeepers, farming, peasant, economies and other farming producers, who is eager to be occupied with production and conversion of beekeeping production, which are necessary to realize the  Program of beekeeping development of northern districts of the Udmurt Republic on 2006 – 2009 years” with the favorable conditions and of calculations for the beekeeping production credits on specified prices in advance.
4. To address with the explanatory request through Mass media and appeal to the citizens about involving finance to Fund of beekeeping development.
5. To address to the Ministry of Education of Russian Federation to consider the question of assisting favorable credit to student for founding the apiaries on the spot to get profit in summer period.
6. To establish firmly as coordinator of realization of “Program of beekeeping development of northern districts of the Udmurt Republic on 2006 – 2009 years” the member of Trustee Advice Artem Mihailovich Filimonov.
